In order to involve Member States and to coordinate activities of Member States with the activities at EU level, in each Member State a national coordinating body should be designated by Member States which coordinates the activities in Member States. The national body is supposed to prepare a work programme or action plan.

The development of law and policy is also influenced by direct input from industrial stakeholders, either individually or through umbrella organisations such as COCEGA, Europêche and FEAP, from consumer organisations and from other NGOs, particularly those with an environmental interest, and, to a lesser extent, from the social partners.

5. Representatives of Member States at national, regional and local level as well as other natural or legal persons with an interest in the spatial data concerned by virtue of their role in the infrastructure for spatial information, including users, producers, added value service providers or any coordinating body shall be given the opportunity to participate in preparatory discussions on the content of the implementing rules referred to in paragraph 1, prior to consideration by the Committee referred to in Article 22(1).

Where a Member State accredits more than one paying agency, it is important that it designate a single coordinating body to ensure consistency in the management of the funds, to provide liaison between the Commission and the various accredited paying agencies and to ensure that the information requested by the Commission concerning the operations of several paying agencies is made rapidly available.
