Le litige civil au sein du ministère de la Justice est organisé essentiellement selon les lignes linguistiques parce que les plaideurs du ministère de la Justice sont eux-mêmes assujettis à un régime très onéreux qui favorise la partie civile et, dès le moment où devant un travail fédéral un justiciable choisit le français, le dossier sera attribué à un plaideur francophone, qui travaillera avec des actes judiciaires en français, répondra dans sa défense en français, plaidera en français et sera appuyé par une équipe francophone.
