Dans l'état actuel des choses, la convention du 26 juillet 1995 relative à la protection des intérêts financiers des Communautés européennes ainsi que ses protocoles additionnels signés en 1996 et 1997 (les instruments PIF), adoptés dans le cadre du troisième pilier du traité sur l'Union européenne, devraient en principe constituer les premiers éléments importants d'un socle commun relatif à la protection pénale des intérêts financiers de l'Union, car ils traitent de certains aspects du droit pénal matériel et de la coopération judiciaire en cette matière.
As things stand, the Convention on the protection of the European Communities' financial interests of 26 July 1995 and the additional protocols signed in 1996 and 1997 (the PFI instruments), which were adopted under the Third Pillar of the Treaty on European Union, should in principle be the first important elements of a common base for the criminal protection of the Union's financial interests, as they deal with aspects of substantive criminal law and judicial cooperation in this field.
