Recalls that the development of network security is indispensable in order to increase confidence in all network services, commercial and eGovernment services; urges that network security be promoted by technical and legislative means and through education, e.g. by creating a Europe-wide information security strategy and launching an annual European information security day to increase citizens" awareness of information security, while taking care to ensure that this security does not restrict freedom of expression and citizens" ...[+++]rights; welcomes the Commission proposal to launch a safe information society strategy in 2006 seeking to increase both investor and user confidence in internet services and their reliability as a means of addressing the issues of fraud (affecting purchases), illegal and harmful content (concerning the protection of minors and human dignity and the protection of privacy) and technological shortcomings (so as to ensure the efficient and effective use of ICT);

calls on Member States to agree common standards for security features and secure issuing procedures for ID cards (December 2005), with detailed standards agreed as soon as possible thereafter; will develop further the ability to share visa information via the Visa Information System (VIS) and law-enforcement information via the second generation of the Schengen Information System (SISII), ensuring stronger and more flexible information systems to protect our external borders and internal security; will prioritise the roll-out of bi ...[+++]ometrics, i.e. facial recognition and fingerprinting of visa applicants under VIS to regions/countries of high risk; urges Member States to take a collaborative approach to the provision of biometric capacity to visa issuing posts; will revise and reinforce common standards on aviation security (end 2005), and urges Member States to implement agreed EU standards on maritime security and security at ports; will agree a European Programme on the protection of critical infrastructure, including where appropriate road and rail transport, by the end of 2005 to raise standards across Member States; calls on the Commission to bring forward the proposal on air line passenger name records by October 2005.

(6) The Council Resolution of 30 May 2001-eEurope Action Plan: Information and Network Security and the Council Resolution of 6 December 2001 on "a common approach and specific actions in the area of network and information security" and the European Parliament resolution of 22 October 2002 entitled "Network and Information Security: Proposal for a European policy" called upon Member States to launch specific actions to enhance the security of electronic communication networks and information systems.

TRAINING On the training front, the Commission plans : - to ask CEDEFOP to take these issues into account in its work on the training of instructors; - to encourage, under its draft programme on the training and preparation of young people for working life, joint initiatiives relating to training, the development of educational materials and improvements in the methods used to ensure health, hygiene and safety at work. SMALL AND MEDIUM-SIZED UNDERTAKINGS The Commissin will devote particular attention to the problems encountered by small business and consequently during the period 1988-91 intends : - to review the extent to which the existing regulations are understood and applied in this field, by studying a sample and medium-sized underta ...[+++]kings; - to carry out a study of the special rules and exemptions applicable to small business in national health and safety legislation and to assess the need for action and for the harmonization of legislation; - to study the influence of new work layouts on health, hygiene and safety in small business; - to study how health and safety regulations can be made readily understandable to owners of small businesses; - to prepare information manuals containing advice for those setting up small businesses; - to prepare safety training modules aimed at those setting up small businesses; - to develop a system to enable small businesses to have a rapid access to information on safety equipment and individual protective equipment.
