L’exigence de motivation des décisions d’un jury de concours doit, dans ces conditions, tenir compte de la nature des travaux en cause qui comportent, en général, au moins deux stades distincts, à savoir, en premier lieu, l’examen des candidatures pour faire le tri des candidats admis à participer au concours et, en second lieu, l’examen des aptitudes des candidats à l’emploi à pourvoir, afin de dresser une liste d’aptitude.
The obligation to state the reasons on which decisions of a selection board in a competition are based must therefore take account of the nature of the proceedings concerned, which, as a rule, involve at least two separate stages, the first being an examination of the applications in order to select the candidates admitted to the competition and the second being an examination of the abilities of the candidates for the posts to be filled in order to draw up a list of suitable candidates.
