La Commission souhaite obtenir la participation des réseaux universitaires (ECLAN - Réseau académique en droit pénal européen, AIDP - Association internationale de droit pénal, Eurodefensor), afin de promouvoir une approche scientifique et objective, et permettre un véritable échange de vues en invitant des experts ayant des opinions contrastées.

Il s'agit de l'Association internationale de droit pénal, ou AIDP, et l'Association de droit international, ou ADI. En outre, depuis sa mise sur pied dans les années 1970, l'Institut supérieur international de sciences criminelles, ou ISISC, établi à Siracusa, a été très actif à cet égard.
