La tentative d’absorption des fonctions des États membres véhiculée par le rapport, invoquant des impératifs d’efficacité et prétextant la lutte contre la criminalité financière, constitue à mes yeux plutôt une tentative fédéraliste obstinée, qui refuse d’autres solutions accessibles et efficaces et néglige le rôle pivot et irremplaçable des États en tant que moteurs de la construction européenne et applicateurs privilégiés du droit.
The attempt to absorb the functions of the Member States put forward in the report, invoking the needs for effectiveness and on the pretext of combating financial crime, is, in my opinion, yet another obstinate federalist assault, which rejects other accessible and effective solutions and discounts the crucial and irreplaceable role of the States as conduits for European integration and privileged implementers of the law.
