Les États membres et la Commission devraient s’informer et se consulter mutuellement au sein du Conseil, conformément aux modalités prévues dans le traité sur l’Union européenne, en vue d’élaborer un manuel non contraignant destiné aux praticiens, portant sur les procédures régissant l’échange d’informations, notamment sur les modalités d’identification des auteurs d’infractions, l’interprétation commune des catégories d’infractions et de sanctions ainsi que l’explication des infractions et des sanctions nationales posant un problème, et en vue d’assurer la coordination nécessaire aux fins du développement et du fonctionnement de l’ECRIS.
Members States and the Commission should inform and consult one another within the Council in accordance with the modalities set out in the Treaty on European Union, with a view to drawing up a non-binding manual for practitioners which should address the procedures governing the exchange of information, in particular modalities of identification of offenders, common understanding of the categories of offences and penalties and measures, and explanation of problematic national offences and penalties and measures, and ensuring the coordination necessary for the development and operation of ECRIS.
