Le 17 septembre 1996, après avoir évalué ces deux plans d'après le tableau ci-dessous, le conseil d'administration de la BvS décidait de poursuivre les négociations avec B R dans un premier temps, et si celles-ci n'aboutissaient pas à un résultat satisfaisant, des négociations seraient entamées avec F L. Cependant, avant de signer un contrat de privatisation avec B R, le conseil d'administration a exigé une série de compléments.
On 17 September 1996 the board of directors of the BvS decided, after examining both plans on the basis of the data in the table below, to continue negotiations first with B R and then, if these did not lead to a satisfactory outcome, with F L. Before concluding a privatisation contract with B R, the board of directors also requested some additional information.
