Je ne crois pas qu'il s'agisse d'un compromis au rabais destiné, en tant que tel, à mécontenter tout le monde ; je pense plutôt qu'il s'agit d'un compromis positif surtout du point de vue des certitudes qu'il parvient à garantir : des certitudes relatives à un parcours progressif et responsable de libéralisation, qui ne sacrifie en rien l'exigence de services universels ; des certitudes quant à la référence relative aux processus de réorganisation de la production et des services, qui vise surtout à garantir aux consommateurs des prestations de qualité à des coûts décroissants et de toute manière compétitifs.
I do not feel that this is a negative compromise, which, as such, would not content anybody, but a positive compromise, particularly in terms of the guarantees that it succeeds in providing: guarantees that liberalisation will be carried out gradually and in a responsible manner, without sacrificing the need for universal services in any way; clear guidelines for the processes of reorganising production and services too, aimed particularly at guaranteeing consumers high quality services at increasingly lower yet still competitive costs.
