Le Parlement européen a adopté cette recommandation mais en émettant une série de propositions visant à obtenir certains éclaircissements. À cet effet, il a pris en compte divers problèmes susceptibles de se poser dans ce domaine, par exemple pendant le travail sur l'organisation conceptuelle et technique de toutes les catégories de documents culturels, et concernant les diverses étapes à considérer et le potentiel offert par le matériel textuel libre de droits.
The European Parliament approved the Recommendation but made a series of proposals aimed at clarification, bearing in mind the range of problems that can arise, for example during work on the conceptual and technical organisation of all the categories of cultural material, as regards the various stages which need to be borne in mind and the potential provided by out-of-copyright text material.
