Policy initiatives in the area of the Employment Strategy are subject to much the same problems as in the area of social inclusion: namely, performance in terms of employment and labour force growth is very much related to economic and demographic developments; yet the use of outcome indicators (and targets) is more consolidated and there is a vast body of theoretical underpinning for them.
