In effetti, si osservava una relativa contrazione dei costi medi di produzione dell'industria carboniera tedesca ma, tenuto conto della disposizione di cui all'articolo 3, paragrafo 3, della decisione n. 3632/93/CECA, i costi di produzione, espressi a prezzi costanti 1992, continuavano ad essere molto elevati: nel 2002 avrebbero dovuto infatti essere ancora pari a 242 DEM/tec, rispetto a 288 DEM/tec nel 1992.
