Nutrients are essential for plants and animals, but in excessive amounts they can lead to a significant decrease in soil and water quality.

Over the last 50 years in particular, the world's supply of fresh water has been subjected to increasing pressures and has also suffered quality degradation in many regions. With this Communication, the Commission confirms its determination to deliver on the commitments it made in Johannesburg.

Europe now has a framework which will allow it to prevent any deterioration in the quality of water, promote its sustainable use, protect eco-systems, help fight floods and droughts and eliminate the disposal of dangerous substances.
