But that effort has a maximum limit and that maximum limit should determine the European Union’s room for manoeuvre in terms of giving in to international pressures in international negotiations.

Mr Barroso’s room for manoeuvre is limited, and we should be clear about the fact that it will remain limited until there is a change in the way the Commission is appointed.
