1. La Commission, en liaison avec les États membres et sur la base d'un échange d'informations mutuel et régulier, y compris sur place, notamment en ce qui concerne les documents de stratégie, les programmes indicatifs nationaux (PIN), les plans de financement annuels ainsi que la préparation des projets et le suivi de leur mise en oeuvre, assure la coordination effective des efforts d'assistance entrepris par la Communauté, y compris la Banque européenne d'investissement (ci-après dénommée 'Banque'), et chaque État membre afin de renforcer la cohérence et la complémentarité de leurs programmes de coopération.
