Je ne vois aucune raison d'adopter une interprétation de l'article 133 qui ignorerait le sens grammatical ordinaire des mots qui y sont employés et qui transformerait une obligation constitutionnelle simple en obligation conditionnelle qui ne s'appliquerait que si une loi est imprimée et publiée.
