Pour éviter que les coûts de gestion des DEEE provenant de producteurs n'opérant plus sur le marché ou ne pouvant plus être identifiés (produits orphelins et "profiteurs") n'incombent à la société ou aux producteurs restants, les États membres veillent à ce que les producteurs fournissent une garantie lorsqu'ils mettent un produit sur le marché, ainsi qu'il est précisé au paragraphe 2, et marquent clairement les produits, conformément à l'article 10, paragraphe 4 et à l'article 11, paragraphe 2.
4. To prevent costs for the management of WEEE coming from producers that are no longer present on the market or that can no longer be identified (orphan products and free-riders) from falling on society or the remaining producers, Member States shall ensure that producers provide a guarantee when placing a product on the market, as specified in paragraph 2, and that producers clearly mark products in accordance with Article 10(4) and the second paragraph of Article 11.
