(11) As the rapidly increasing volume of oil transported through the Baltic Sea poses a threat to the marine environment, especially during the winter season, oil tankers entering or leaving a port or an offshore terminal or anchoring in an area under the jurisdiction of a Member State in that region should have ice-strengthening of the ship's structure and propulsion machinery which meets the requirements of the administration of the Member State when the ice conditions require the use of an ice-strengthened vessel.
(11) Étant donné que l'accroissement rapide du volume de pétrole transporté par la mer Baltique fait courir un risque à l'environnement maritime, notamment pendant la saison d'hiver, les pétroliers entrant dans un port ou dans un terminal en mer relevant de la juridiction d'un État membre, quittant ces sites ou jetant l'ancre dans une zone relevant de la juridiction d'un État membre dans cette région devraient être équipés d'un renforcement de leur structure et de leur dispositif de propulsion pour la navigation dans les glaces qui satisfait aux prescriptions édictées par l'administration de cet État membre, lorsque les conditions de gel requièrent l'usage de navires renforcés contre la glace.
