The group which is established under that particular plan have sat down and have agreed that we should be examining all the fish habitat within the Fraser River estuary and that we should develop a colour-coding mechanism to show, first, whether that fish habitat is absolutely critical to the preservation of the salmon stoc
k and should not be touched in any circumstances; second, although it is fish habitat, whether development could occur
in those particular areas, provided there was some mitigation put in place; or, third, that a
