The Chair: We are trying to understand the extent to which the present legislation is sufficient in its present form to cover not just nuclear devices or nuclear material, which is its primary purpose, but the transmission through the mail or elsewhere or through illegal means of other pieces that would be germane to the construction of a nuclear device, whether that is a detonator, cell phones or other pieces, transducers or whatever might be necessary.
