The reference to section 35, at least at the outset, could protect, provide some assurance that, at the end of the process, there will at least be a non-derogation clause that is applied to this bill and that there won't be a kind of legal vacuum subject to completion of work in a committee, which moreover is not sitting here and of which we have absolutely no idea where it stands in its work, where it is headed or what will be the configuration of that non-derogation clause.
