In order to evaluate the compliance of Cambodia with its international obligations as flag, port, coastal or market State, the Commission considered appropriate to use the Unclos as the primary basic international legal text, namely Articles 91, 94, 117 and 118, setting out obligations of States and established by the relevant RFMOs, together with the framework established by APFIC and Seafdec referred to in recital 71.
Afin d’évaluer le respect par le Cambodge de ses obligations internationales en sa qualité d’État du pavillon, d’État du port, d’État côtier ou d’État de commercialisation, la Commission a jugé approprié d’utiliser la CNUDM comme principal texte juridique international de base, à savoir les articles 91, 94, 117 et 118, définissant les obligations des États et établies par les ORGP compétentes, ainsi que le cadre mis en place par l’APFIC et le SEAFDEC visé au considérant 71.
