Having regard to the Agreement on the European Economic Area, as amended by the Protocol adjusting the Agreement on the European Economic Area (the Agreement), and in particular Articles 86 and 98 thereof,

The statistical authorities of the Member States of the European Free Trade Association party to the Agreement on the European Economic Area (6) and of Switzerland should, as provided respectively for in the Agreement on the European Economic Area, in particular Article 76 thereof and Protocol 30 to that Agreement, and in the Agreement between the European Community and the Swiss Confederation on cooperation in the field of statistics (7), in particular Article 2 thereof, be closely associated with the reinforced cooperation and coordination.

(13) This programme covers a wide geographic area owing to the fact that the Agreement on the European Economic Area (EEA) provides for increased cooperation in the field of gender equality between the European Community and its Member States on the one hand and the countries of the European Free Trade Association on the other. The EEA Agreement lays down the procedures for the participation of the EFTA States party to the EEA Agreement in Community programmes in this field.

(21 ) The Agreement on the European Economic Area (EEA Agreement) provides for greater cooperation in the field of education, training and youth between the European Community and its Member States, on the one hand, and the countries of the European Free Trade Association participating in the European Economic Area (EEA EFTA States), on the other; the conditions and the modalities for the participation of the above countries in the programme shall be established in accordance with the relevant provisions of the EEA Agreement.

Whereas the Agreement on the European Economic Area (EEA Agreement) provides for greater co-operation in the social field between the European Community and its Member States, on the one hand, and the countries of the European Free Trade Association participating in the European Economic Area (EFTA/EEA), on the other. Whereas provision should be made to open up this programme to participation by the candidate countries of Central and Eastern Europe, in accordance with the conditions established in the Europe Agreements, in their additional protocols and in the decisions of the respective Association Councils, to Cyprus and Malta, funded ...[+++]by additional appropriations in accordance with the procedures to be agreed with those countries, as well as to Turkey, funded by additional appropriations in accordance with the procedures to be agreed with that country. Whereas it is essential for the programme to reflect wider international developments and agreements combating discrimination including the United Nations Declaration on the Elimination of All Forms of Racial Discrimination and the United Nations Standard Rules for the Equalisation of Opportunities for People with Disabilities.

(31) Whereas the Agreement on the European Economic Area provides for greater cooperation in the field of education, training and youth between the European Community and its Member States, on the one hand, and the States of the European Free Trade Area (EFTA) participating in the European Economic Area, on the other; whereas Article 4 of Protocol 31 provides that the EFTA States participating in the European Economic Area shall, from 1 January 1995, participate in all Community programmes in the field of education, training and youth then in force or adopted;
