B. whereas the first-stage agreement was only a first step in opening up the EU-US aviation markets, firmly committing both sides to further negotiations on continuing to open access to markets and to maximising benefits for consumers, airlines, labour and communities, and to addressing issues including the facilitation of investment so as to better reflect the realities of a global aviation industry, the strengthening of the transatlantic air transportation system and the establishment of a framework that will encourage other countries to open their own air services market,
B. considérant que l'accord de première phase n'était qu'une première étape dans l'ouverture des marchés européen et américain de l'aviation, engageant fermement les deux parties à approfondir les négociations sur la poursuite de l'ouverture de l'accès aux marchés dans l'intérêt des consommateurs, des compagnies aériennes, des travailleurs et des collectivités et sur certaines questions en suspens comme la facilitation des investissements afin de mieux traduire les réalités d'une industrie mondiale de l'aviation, le renforcement du réseau de transport aérien transatlantique et la création d'un cadre susceptible d'encourager d'autres pays à ouvrir leur propre marché des services aériens,
