Douglas Young (Minister of Transport, Lib.): Mr. Speaker, one of the main reasons for proceeding to the commercialization of the air navigation system in Canada is to provide the users of the service, the airlines, the pilots and so forth, along with the deliverers of the service, the air traffic controllers, the radio operators and so forth, input into the decisions required to make the air navigation system in Canada effective and affordable.

Douglas Young (ministre des Transports, Lib.): Monsieur le Président, si nous commercialisons le système de navigation aérienne du Canada, c'est essentiellement pour donner aux utilisateurs du service, c'est-à-dire les compagnies aériennes, les pilotes, etc., ainsi qu'à ceux qui assurent ce service, les contrôleurs de la circulation aérienne, les opérateurs de radio, etc., plus d'influence dans les décisions qu'il faudra prendre pour rendre ce système plus efficace et plus rentable, au Canada.
