In addition to preserving and managing the Pavilion, the Foundation also focuses on: promoting debate about contemporary architecture and urbanism; building a documentary archive on Ludwig Mies van der Rohe as well as modern and contemporary architecture; and organising related awards, courses, lectures, exhibitions, publications and studies.

On 5 and 6 June 2003 the Council welcomed the feasibility study, as presented by the Commission in May 2003, confirmed the objectives for a VIS as set out in the guidelines and invited the Commission to continue its preparatory work on the development of the VIS in cooperation with Member States on the basis of a centralised architecture, taking into account the option of a common technical platform with the second generation Schengen Information System (SIS II).

The Commission published a communication [COM(2001) 720] on 18 December 2001 examining ways of creating and developing SIS II. Following studies and discussions relating to the architecture and functionalities of the future system, the Commission presented three proposals for legislative instruments in 2005.
