3 (1) Le ministre, sur demande de la personne qui établit, selon les modalités réglementaires, qu’elle est admissible, aux termes des règlements, à une subvention de bonification d’intérêt sur la dette qu’elle a contractée au profit de son entreprise, peut verser à elle, ou à son mandataire, sous réserve des règlements, une subvention ne dépassant pas quatre pour cent par an du solde impayé de la dette visée, de façon à ramener le taux effectif de l’intérêt sur cette dette pendant la période visée par la subvention à un pourcentage annuel égal ou supérieur à douze pour cent.
