1. If, at the beginning of the accounting period, the budget has not been adopted by the Budget Committee, expenditure may be effected on a monthly basis per heading or other division of the budget, in accordance with the Financial Regulations, up to one-twelfth of the budget appropriations for the preceding accounting period, provided that the appropriations thus made available to the Presidium do not exceed one-twelfth of those provided for in the draft budget.

Si, au début d'un exercice budgétaire, le budget n'a pas encore été arrêté par le comité budgétaire, les dépenses peuvent être effectuées mensuellement par rubrique ou par une autre subdivision du budget, conformément au règlement financier, dans la limite d'un douzième des crédits ouverts au budget de l'exercice précédent, sans que cette mesure puisse avoir pour effet de mettre à la disposition du présidium des crédits supérieurs à un douzième de ceux prévus par le projet de budget.
