As my colleague said to me a few minutes ago, because of weather conditions or whatever influences the movement of caribou, the caribou did not arrive at this particular spot this year. What if a national park is set up to protect a place that has been used heavily for calving and then, for whatever reason, the caribou move, over a few seasons, to an area many miles off in another watershed?
