Member States should issue authorisations only after being notified by the Commission that quantities are available and only if operators can prove the existence of a contract and can certify, in the absence of a specific provision to the contrary, that they have not yet been granted a Union import authorisation under this Regulation for the categories and countries concerned.
Les États membres ne devraient délivrer d'autorisations qu'après avoir été informés par la Commission que des quantités sont disponibles et pour autant que les opérateurs puissent justifier de l'existence d'un contrat et puissent certifier, sauf disposition contraire spécifique, ne pas avoir déjà bénéficié, pour les catégories et les pays concernés, d'une autorisation d'importation dans l'Union au titre du présent règlement.
