It is prepared in a context where more than 7 years after the beginning of the crisis, the euro has been rescued thanks to steps, including the revision of the Stability and Growth Pact (SGP), the Fiscal Compact, the settlement of a the European Stability Mechanism (ESM), the banking union and the driving role of the European Central Bank (ECB), that nobody could imagine to achieve beforehand.
