Welcomes the establishment within the Council secretariat of the CPCC, which will serve as the civilian equivalent of an EU Operational Headquarters and will provide assistance and support in the planning and implementation of civilian ESPD missions, thus ensuring a civilian chain of command; calls for such a balance to be reflected in the role and administrative structure of the Civil-Military Cell;
se félicite de la mise en place, au sein du secrétariat du Conseil, de la CPCC, qui constituera l’équivalent civil d’un quartier général opérationnel de l’Union et fournira aide et assistance pour la planification et la réalisation des missions civiles de la PESD, établissant ainsi une chaîne civile de commandement; demande que cet équilibre se reflète dans le rôle et la structure administrative de la cellule civilo-militaire;
