1. In order to promote the harmonious, balanced and sustainable development of the Union, a Common Strategic Framework ('CSF') is hereby established, as set out in Annex I. The CSF establishes strategic guiding principles to facilitate the programming process and the sectoral and territorial coordination of Union intervention under the ESI Funds and with other relevant Union policies and instruments, in line with the targets and objectives of the Union strategy for smart, sustainable and inclusive growth, taking into account the key territorial challenges of the various types of territories.

At Union level, coordination shall take place within the Common Strategic Framework referred to in Article 10 of Regulation (EU) No (Regulation laying down general provisions). In their partnership contracts, as referred to in Article 14 of Regulation (EU) No XXX/xxx (Regulation laying down general provisions), the Member States must indicate the mechanisms which will enable coordination at national and regional level between the LIFE programme and the other funds referred to in Regulation (EU) No XXX/xxxx (Regulation laying down general provisions).

The Common Strategic Framework was proposed in the EU Budget Review. The main principles on which it will be based were outlined there: supporting key Europe 2020 policy priorities, increasing EU added value and generating more impact from EU expenditure.

Stresses that greater coordination and synergies need to be encouraged between the future common strategic framework for regional policy and the future common strategic framework for research and innovation programmes in order to strengthen European innovation cycles; calls on the Commission to ensure complementarities, setting out how they are to be achieved in practice; highlights, in this respect, the possibilities for creating synergies between the two policies, ensuring each other’s enforcement; stresses that a major challenge for Member States and regions is to create synergies between different funding instruments for resear ...[+++]ch and innovation, in both the public and private sectors, and for financing follow-up to disseminate the results of such projects and make them visible; invites Member States to pay attention to the implementation of these policies at national and regional level, especially where responsibility for different EU funds rests with different national authorities, in order to improve the complementarities between the relevant programmes;

The Commission has taken the initiative of publishing a Green Paper that seeks to lay down a common strategic framework for research and innovation funding after 2013, combining the European programmes – namely the Research Framework Programme (FP), the European Institute of Technology (EIT), and the Competitiveness and Innovation Framework Programme (CIP) – with the structural/cohesion funding allocated for research and innovation.
