Application, security and communication architecture

In our Union there are still many deficiencies which we must clear up. We are trying to deal with one of them in this report we are debating today: the position of the regions and local powers, but, above all, the territories with legislative powers, in the future Community architecture.

Furthermore, insofar as the hierarchy of legislation necessarily implies a hierarchy of functions and bodies, the rapporteur does nothing less than set out a new Community architecture that reproduces the Member State’s constitutional model at European level.
