Welcomes the fact that Regulation (EU) No 1303/2013, with effect from 2014, contains historic new elements intended to support the most disadvantaged; urges the Member States to include these in their operational programmes and to take concrete and immediate action to make it compulsory to develop a strategy for the transition from large institutions to community-based services, and to make an effort to adopt appropriate measures; takes the view, furthermore, that the Member States must help to promote social inclusion, to combat poverty and all forms of discrimination as enshrined in EU law, to combat hate crime directed at people from marginalised communities and to promote anti-discrimination policies, if necessary by, inter alia, a ...[+++]dopting appropriate legislation, strengthening national anti-discrimination bodies and promoting specific training for civil servants; notes that the aforementioned regulation also integrates and/or includes marginalised communities by targeting their needs in respect of the growing challenges they face in a knowledge-based society; takes the view that, in line with the regulation, the European Code of Conduct on Partnership should be followed and applied strictly;

Calls on the Member States to provide an effective response to Roma exclusion by implementing the measures set out in their NRIS with concrete targets, timelines and allocated budgets; calls on the Commission and the Member States to actively involve Roma representatives and civil society in policy development, management, implementation, monitoring and evaluation in respect of the NRIS and the projects affecting their communities, by setting up mechanisms for regular and transparent dialogue in accordance with the principles of the ‘European Code of Conduct on Partne ...[+++]rship’; calls on the Member States to identify in their NRIS how exactly they intend to empower and involve the Roma in the process; calls on the Commission to support the efforts of Member States by raising awareness among Roma representatives of the opportunities presented by the NRIS, and to encourage them to play a more active role in the integration process;
