Paradoxically, what I have been hearing for three years is that on the ground, some embassies and consulates in Africa have been closed, the number of diplomats there has been greatly reduced and those still there are largely ignored by the government when it comes time to make contacts or begin the process of signing agreements or negotiating treaties with specific countries.
Paradoxalement, ce que j'entends depuis trois ans c'est que, dans les moyens qu'on met en oeuvre sur le terrain, il y a des ambassades et des consulats qui ont été fermés sur le continent africain, que le corps diplomatique y a été fortement réduit et que ceux qui sont en place sont largement ignorés par le gouvernement quand vient le temps d'établir des contacts ou d'entrer dans des processus pour signer des ententes ou négocier des traités avec des pays en particulier.
