(h) the formulation of provisions governing the intellectual property rights arising from the activities carried out under the EMRP and the implementation and coordination of the research and development programmes and activities undertaken at national level by the participating States in such a way that they aim at promoting the creation of such knowledge and at supporting a wide use and dissemination of the knowledge created. The approach taken shall follow the model established by Regulation (EC) No 1906/2006 of the European Parliament and of the Council of 18 December 2006 laying down the rules for the participation of undertakings, ...[+++]research centres and universities in actions under the Seventh Framework Programme and for the dissemination of research results (2007-2013) (║ "the Rules for Participation in the Seventh Framework Programme").

This proposal for the Rules for Participation for the Seventh Framework Programme is based on Article 167 of the European Community Treaty that foresees the adoption of rules for participation of undertakings, research centres and universities and the rules for the dissemination of results to implement the Community multi-annual framework programme for research. These rules define the rights and obligations of legal entities wishing to take part in the framework programme and establish the principles for the use and dissemination of their work resulting from that participation.

The rules for participation in the sixth framework programme for research and the dissemination of research results differ markedly from those in the previous five programmes. The Commission has a number of reasons for this:

The REITOX network is more a virtual network than an operational one. The National Focal Points are under-used and they could make a far greater contribution to the EMCDDA’s work. The role of the scientific committee is still poorly defined and its work is not a central part of the programme. The Management Board is ineffective in achieving its goals and its meetings are often held without a pre-established agenda and do not involve genuine discussion of strategies. There is no dissemination strategy for the results the Board produces and, therefore, only a small proportion of the information produced by the EMCDDA is published and disse ...[+++]minated.

The communication analyses the various aspects of air transport incidents and accidents and suggests Community action that could be taken in three main areas: (i) Community action in the field of mandatory incident reporting systems will concentrate on research into a system for coordinating existing data bases; (ii) Community action in the field of confidential voluntary incident reporting systems will focus on setting up a European system; (iii) in the field of accident investigations, it will be necessary to adapt existing regulations, establish the criteria for the basic structures in each Member State, provide ...[+++] for basic and further training for investigators, reinforce investigation bodies, establish closer contacts between the heads of these bodies, create a Community task force, study the possible creation of a disaster fund and improve the dissemination of information.
