Notes the complementary work of EUCAP Sahel Niger in providing training to strengthen the security sector in neighbouring countries and in coordinating with EUTM Mali through a liaison officer in Bamako; calls on the VP/HR to set out options for providing similar support for the reform of the broader security sector in Mali (including police, national guard, gendarmerie and the justice sector), inter alia by assessing whether this could be done through an extension of the mandate of EUTM Mali or EUCAP Sahel Niger, or through the creation of a new CSDP Mission dedicated to the broader reform of the civilian security sector;

19. Welcomes the decision of July 2011 to extend and refocus the mandate of the EU Training Mission (EUTM) based in Uganda; nevertheless, calls for better screening and monitoring of the conduct and accountability of all recruits trained by EUTM in order to ensure that minors or individuals affiliated with militant groups are not accepted into the programme, that they are integrated into the Somali armed forces, and that any defections are immediately notified and investigated; also calls on the EU to assume a role in the close monitoring of the payment chain for training forces, so as to ensure that the payments reach their intended b ...[+++]eneficiaries and generate motivation, allegiance and commitment, thereby also ensuring that the ability to take ownership remains with the future security forces of Somalia;

4. Third States making significant military contributions to EUTM Mali shall have the same rights and obligations in terms of the day-to-day management of EUTM Mali as Member States taking part in EUTM Mali.

41. Approves the extension of the mandate of the EUTM Somalia mission until December 2012 and the focus placed on the command and control capabilities, specialised capabilities and self-training capabilities of the Somali national security forces with a view to transferring responsibility for training to local players; notes that the EU will be obliged to pursue its training efforts beyond 2012 and, in this context, calls on the EEAS to explore the possibility, once the security situation in Somalia allows it, of transferring all or part of this training to those parts of Somalia that are under the control of the authorities, in the lig ...[+++]ht of the improvement in the security situation; recommends that the EUTM Somalia mission be allowed closer involvement in the process of recruiting and integrating personnel who have received this military training;
