5. Welcomes the Action Plan adopted by the government, employers, workers and the ILO on 4 May 2013, which commits the parties notably to reforming the labour laws so as to allow workers to form trade unions without prior permission from factory owners and to engage in collective bargaining, to assessing the safety of all active export-oriented ready-made-garment factories in Bangladesh by the end of 2013, to relocating unsafe factories and to recruiting hundreds of additional inspectors;
5. salue le plan d'action arrêté, le 4 mai 2013, par le gouvernement, les employeurs, les travailleurs et l'OIT, qui engage les parties notamment à réviser la législation du travail afin de permettre aux travailleurs de créer des syndicats sans autorisation préalable des propriétaires d'usine et d'organiser des négociations collectives, à évaluer d'ici la fin 2013 la sécurité de l'ensemble des usines d'habillement travaillant pour l'exportation au Bangladesh, à déplacer les usines dangereuses et à embaucher des centaines d'inspecteurs supplémentaires;
