Malheureusement, les domaines d'activité politiques ne sont pas inclus dans cette proposition de directive, bien qu'ils l'aient été dans la proposition originelle de 1991, émise par la Commission, et bien que tous les chercheurs dans ce domaine considèrent comme évident qu'il faille également les soumettre à une ESE, une évaluation stratégique des conséquences environnementales.
