There are, however, two committees for which arguments in favour of flexibility are offset by other considerations. The Standing Committee on Rules, Procedures and the Rights of Parliament; and the Standing Committee on Internal Economy, Budgets and Administration both require the participation of a representative cross-section of the Senate, in order to ensure that operational and procedural recommendations broadly reflect the will of the Senators.
