The recently promulgated "1991 National Parks Decree" sets the legal framework for a number of the remaining tropical forests to be protected, amongst them the Cross River National Park (CRNP), which comprises three Divisions, one of which is the Oban Hills Division.

The Oban Hills Programme has two interlinked objectives: to protect one of the very few remaining areas of undisturbed tropical rain-forest within Nigeria and the region and to improve the living conditions of the rural communities surrounding the Oban Hills Division of the CRNP, whose pattern of life is closely linked with and dependent on the forest.
