By reason of the duty to provide assistance laid down in the first paragraph of Article 24 of the Staff Regulations, the administration must, when faced with an incident which is incompatible with the good order and tranquillity of the service, intervene with all the necessary vigour and respond with the rapidity and solicitude required by the circumstances of the case with a view to establishing the facts and, consequently, taking the appropriate action in full knowledge of the facts.
En vertu du devoir d’assistance au titre de l’article 24, premier alinéa, du statut, l’administration doit, en présence d’un incident incompatible avec l’ordre et la sérénité du service, intervenir avec toute l’énergie nécessaire et répondre avec la rapidité et la sollicitude requises par les circonstances de l’espèce en vue d’établir les faits et d’en tirer, en connaissance de cause, les conséquences appropriées.
