When you look at countries such as the United Kingdom with its Westminster Foundation for Democracy, the Americans with NED, NDI, and IRI, the Germans with their Stiftungs, and others, most people would say that Canada has not even begun to present itself at an international level in the areas particularly of parliamentary and executive and political party development.
