Stresses that the EU and other developed countries must honour their commitment to provide scaled-up, new and additional climate finance in order to reach by 2020 the goal of jointly mobilising USD 100 billion annually, from a wide variety of sources, public and private, bilateral and multilateral, including alternative sources; deplores the lack of progress on the additionality of climate finance to ODA; calls for a joint international effort from developed and emerging countries to find new and additional climate finance for developing countries – though not at the expense of the development budget – in the agr ...[+++]eement on Global Climate Action to be concluded at the Paris Conference to be held in December 2015; considers that the EU should propose intermediate steps on the path to full additionality; urges Member States to use revenues raised through carbon markets for climate action in developing countries; also calls on emerging economies to mobilise climate finance for developing countries;

Finds it regrettable that the Commission has based all its decarbonisation scenarios on the assumption of global climate action and has not carried out any analysis with a view to determining the EU’s ambitions in the event that global action is delayed; also regrets the Commission’s omission to look into a scenario based on high levels of energy efficiency and renewable energy, which would be the most resilient to higher oil prices or declining oil supplies;
