There was a version of the MacKay report that didn't exactly recommend the mergers, but the clear implication was that there was no real reason to resist it, with a bit the tone of MacKay—“we're not saying it should go ahead”—but there's the old idea that big means you shouldn't do it, and according to MacKay they don't feel that's acceptable.
