Before it can be fully achieved, monetary cooperation links between the member countries will have to be strengthened, the mutual assistance instruments for supporting countries facing structural balance of payments difficulties will have to be expanded, the various prudential rules and the regulations to protect savers will have to be harmonized or made more compatible, and major progress will have to be made in harmonizing tax provisions, particularly those relating to savings.
