Indeed, the moment these freedoms suffer the smallest restraint, the citizens have lost their full power to participate in the organization of the social order. And so that each citizen may feel the benefit of the inalienable right to exercise his liberties - in spite of anyone, in spite of the state itself - to these rights two more must be added: equality of all before the law, and the right not to be deprived of one's liberty or one's goods without recourse to a trial before one's peers, under an impartial and independent judicial system.
Et pour que chaque citoyen se sente le droit imprescriptible d'exercer ses libertés - à l'encontre de n'importe qui, à l'encontre de l'État lui-même - aux droits sus-nommés se greffent les deux suivants: égalité de tous devant la loi et droit à n'être pas privé de sa liberté ou de ses biens sans recours à un jugement devant ses pairs, rendu par un système judicaire impartial et indépendant.
