Construction, modification or demolition of a structure or facility located on land and associated with fishing or recreational boating if the structure or facility has a footprint that is, and in the case of a modification remains, less than 100 m and a height that is, and in the case of a modification remains, less than 5 m and if the activity is not likely to involve the release of a polluting substance into a water body.
